The issue of exchanging foreigners for Russian citizens is not within the competence of the Kremlin. This was announced on June 23 to reporters by the press secretary of the President of Russia Dmitry Peskov, commenting on the possibility of exchanging the American convicted in the Russian Federation Paul Whelan.
