The issue of exchanging foreigners for Russian citizens is not within the competence of the Kremlin. This was announced on June 23 to reporters by the press secretary of the President of Russia Dmitry Peskov, commenting on the possibility of exchanging the American convicted in the Russian Federation Paul Whelan. Peskov was asked about the possible exchange of Whelan for Russian citizens Viktor Bout or Konstantin Yaroshenko, who are serving their sentences in the United States. The consideration of such an option by the Russian Foreign Intelligence Service was previously announced by Whelan's lawyers. According to the news agency, on June 15, a Russian court found former American Marine Paul Whelan guilty of espionage. He was sentenced to 16 years in prison.
